The easiest and simplest way to run a business in Ukraine is under a "private entrepreneur structure", also called sometimes "sole proprietor". Most types of businesses, including small retail, apartment rentals, service provides of various sorts can legally be setup as the aforementioned entity. The advantages of this tax setup include flat monthly tax (easily factored into your business calculations), relatively easy registration process and simple reporting and payment process to the tax authorities.

If your business is expected to have high revenue or is more complex than the above, you may need to setup 'OOO' (LLC or Corporation). We can advise on what type of structure is ideal for your needs.

Note that in addition to proper tax structure, as a non Ukrainian citizen you will also need to get a work permit which enables you to stay in Ukraine from one up to five years. There are a number of work visa and permits available for non Ukrainian citizens, but this can be a lengthy and bureaucratic process for those not familiar with Ukrainian rules. Basic step process overview for sole proprietor registration in Ukraine:

1. Register as entrepreneur foreigner at OVIR (immigration and registration services).

2. Obtain taxpayer ID number. Easily done with a visit to city tax office.

3. Visit your local tax office to register your business and choose the company structure. As mentioned previously, the simplest system in Ukraine will be ‘simplified tax’ available for sole proprietors that meet certain qualifications. This system will allow you to pay flat monthly tax, regardless of your net income (to qualify for this structure your business must meet certain qualifications).
